Resolutions are used by the City Council to state policy when the permanency of an ordinance is not required, when state law requires, or when the Council wants to more fully state its position rather than just a summary in the minutes.  Typically, a resolution has a preamble, which is one or several paragraphs that begin with the word "Whereas" which states the reason for the resolution.
